Scheduling issue and version upgrade issue

I am having some issues with setting up auto responders i am getting this message:

"In order for the autoresponders to be sent you need to setup scheduler in the configuration."

when i do this i get this message:


"The configuration details have been updated!"
 which is great only as soon as i leave and come back i get this message again:

"In order for the autoresponders to be sent you need to setup scheduler in the configuration."

I have tried process queue, which has sent the emails in the queue but nothing gets done automatically.

I have read the forum and understand there is some issues with 3.0.8 but i can't find where to download the upgrade for 3.1.1. Also i have paid for maintenance but still have no in green next to maintenance in license. you have sent me a new number but still i have no. hopefully the upgrade to the latest version should fix this too!
