Problems with Cron Job

Have a list of 1,600 emails. Trying to use Cron Job to send 400 per hour and it will not start sending the emails unless I hit Process Que. It will send 100 emails and do nothing until I hit Process Que again to send the next 100. Not sure what I am doing wrong.

I have the Cron Job set to run every 15 minutes and have Acajoom config set at 100 emails every 15 minutes.
